The State and the national voluntary agencies whose affiliate agencies will be responsible for implementing the public/private RCA program:

1. (a) Must determine the training needed to enable local resettlement agencies to achieve a smooth implementation of the RCA program; and

2. (b) Must provide the training in a uniform way to ensure that all local resettlement agencies in the State will implement the public/private RCA program in a consistent manner.
