The Agency shall take floodplain management into account when formulating or evaluating any water and land use plans. No plan may be approved unless it:

1. (a) Reflects consideration of flood hazards and floodplain management and wetlands protection; and
2. (b) Prescribes planning procedures to implement the policies and requirements of the Orders and this regulation.
