(a) Permit applicant qualification requirements include:

1. (1) A degree from an accredited institution in a field of study relevant to paleontology, or demonstration of progress toward an advanced degree from an accredited institution in a field of study relevant to paleontology, or demonstrated training and experience commensurate to the nature and scope of the proposed activities;
2. (2) Experience in collecting, analyzing, summarizing, and reporting paleontological data, and preparing collections for long-term care; and
3. (3) Experience in equipping, staffing, organizing, conducting, and supervising fieldwork similar to the type, nature, and scope of the project proposed in the application.
