You must agree to pay the annual charge identified in the permit, and provide the following information:

1. (a) Specific reasons why you need the additional lands;
2. (b) A description of the lands applied for;
3. (c) Any information demonstrating that the lands are suitable and appropriate for your needs; and
4. (d) Evidence that the lands are unoccupied and unappropriated.
