BLM will not approve a revision of the participating area boundary:

1. (a) If the unit operator does not submit the required information;
2. (b) If BLM determines that the new or additional technical information does not support a boundary revision; or
3. (c) If it reduces the size of a participating area because of depletion of the resource.
