BLM may issue:

1. (a) Geothermal resource operational orders for detailed requirements that apply nationwide;
2. (b) Notices to Lessees for detailed requirements on a statewide or regional basis;
3. (c) Other orders and instructions specific to a field or area;
4. (d) Permit conditions of approval; and
5. (e) Oral orders, which will be confirmed in writing.
