To the extent that a State has not enrolled eligible individuals into the BHP:

1. (a) The State may submit a written request to stop any further consideration of a previously submitted BHP Blueprint, whether certified or not.
2. (b) The written request must be signed by the governor, or the State official delegated to sign the BHP Blueprint by the governor.
3. (c) HHS will respond with a written confirmation that the State has withdrawn the Blueprint.
