Where the application is for training at a non-Federal institution, no award may be made under this subpart unless said institution has complied with:

1. (a) 45 CFR part 46 pertaining to the protection of human subjects; and
2. (b) Chapter 1-43 of the Department Grants Administration Manual ² concerning animal welfare.
