The following categories of equipment will not be considered spare equipment:

1. (a) Equipment/Property installed for emergency backup, e.g., an emergency power facility, or an electric motor or a pump, any of which is in place and electrically connected.
2. (b) Equipment items properly classified as stores inventory.
