Personal property shall be used only in the performance of official work of the United States Government, except:

1. (a) In emergencies threatening loss of life or property as authorized by law;
2. (b) As otherwise authorized by law and approved by the Office of Management; Program Secretarial Officer (PSO) for their respective organizations; or a contracting officer for contractor-held property.
