A SASP must obtain written justification from the intended donee, and submit it to GSA along with the transfer request, prior to allocation of:

1. (a) Aircraft and vessels covered by § 102-37.350;
2. (b) Items requested specifically for cannibalization;
3. (c) Foreign gifts and decorations (as defined in § 102-42.10 of this chapter); and
4. (d) Any item on which written justification will assist GSA in making allocation to states with the greatest need.
