The following are eligible to acquire excess personal property:

1. (a) Federal agencies (including for authorized use by their contractors, cooperatives, and project grantees).
2. (b) The Senate.
3. (c) The House of Representatives.
4. (d) The Architect of the Capitol and any activities under the Architect's direction.
5. (e) The DC Government.
6. (f) Mixed-ownership Government corporations as defined in 31 U.S.C. 9101.
