Each plan must set forth a control strategy which includes the following:

1. (a) A description of enforcement methods including, but not limited to:

   1. (1) Procedures for monitoring compliance with each of the selected control measures,
   2. (2) Procedures for handling violations, and
   3. (3) A designation of agency responsibility for enforcement of implementation.
