Where the Superintendent has the authority to make the original decision, requests for reconsideration and appeals may be filed in the manner provided by §§ 9.190 through 9.193, except that:

1. (a) The request for reconsideration will be filed with and decided by the Superintendent;
2. (b) The appeal will be filed with and decided by the Regional Director; and
3. (c) The Regional Director's decision will constitute the final agency action on the matter.
