Lighting or maintaining a fire is prohibited in the FDA except—

1. (a) In established receptacles within designated campgrounds;
2. (b) From October 1 through April 14 in that portion of the FDA where the park road is closed to motor vehicle use; and
3. (c) Under conditions that may be established by the Superintendent.
