A subgrantee shall determine the following matters on a basis comparable to that used by the subgrantee in providing for participation of public school students:

1. (a) The needs of students enrolled in private schools.
2. (b) The number of those students who will participate in a project.

3. (c) The benefits that the subgrantee will provide under the program to those students.
