Who may apply for surplus Federal real property?

The following entities may apply for surplus Federal real property:

(a) A State.
(b) A political subdivision or instrumentality of a State.
(c) A tax-supported institution.
(d) A nonprofit institution.
(e) Any combination of these entities.
