The following are eligible to apply for assistance under this part:

1. (a) Institutions of higher education;
2. (b) State departments of education;
3. (c) Private non-profit educational organizations; and

4. (d) Consortia of institutions, departments, and organizations described in paragraphs (a), (b), or (c) of this section.
