Costs that may not be charged against a grant under this program include the following:

1. (a) Payment of tuition, stipends, test preparation and fees or any other form of student financial support to staff or participants not expressly allowed under § 647.30.

2. (b) Construction, renovation, and remodeling of any facilities.
