Costs that may not be charged against a grant under the Student Support Services Program include, but are not limited to, the following:

1. (a) Costs involved in recruiting students for enrollment at the institution.
2. (b) Tuition, fees, stipends, and other forms of direct financial support, except for Grant aid under § 646.30(i) for staff or participants.
3. (c) Research not directly related to the evaluation or improvement of the project.

4. (d) Construction, renovation, or remodeling of any facilities.
