Costs that are unallowable under the Educational Opportunity Centers program include, but are not limited to, the following:

1. (a) Tuition, fees, stipends, and other forms of direct financial support for participants.
2. (b) Research not directly related to the evaluation or improvement of the project.

3. (c) Construction, renovation, and remodeling of any facilities.
