Costs that may not be charged against a grant under this program include the following:

1. (a) Research not directly related to the evaluation or improvement of the project.
2. (b) Construction, renovation, or remodeling of any facilities.

3. (c) Stipends, tuition fees, and other direct financial assistance to trainees other than those participating in internships.
