The term “English language acquisition program” means a program of instruction—

1. (a) That is designed to help eligible individuals who are English language learners achieve competence in reading, writing, speaking, and comprehension of the English language; and

2. (b) That leads to—

   1. (1) Attainment of a secondary school diploma or its recognized equivalent; and
   2. (2) Transition to postsecondary education and training; or

   3. (3) Employment.
