The Secretary may fund the following types of projects under this program:

1. (a) Special projects of service delivery.
2. (b) Model demonstration.
3. (c) Technical assistance.
4. (d) Systems change.
5. (e) Special studies, research, or evaluations.

6. (f) Dissemination and utilization.
