The vocational rehabilitation services portion of the Unified or Combined State Plan must assure that, in connection with matters of general policy arising in the administration of the vocational rehabilitation services portion of the Unified or Combined State Plan, the designated State agency takes into account the views of—

1. (a) Individuals and groups of individuals who are recipients of vocational rehabilitation services or, as appropriate, the individuals' representatives;
2. (b) Personnel working in programs that provide vocational rehabilitation services to individuals with disabilities;
3. (c) Providers of vocational rehabilitation services to individuals with disabilities;
4. (d) The director of the Client Assistance Program; and

5. (e) The State Rehabilitation Council, if the State has a Council.
