In addition to meeting the requirements of §§ 303.721 through 303.723, the lead agency must conduct its own child count or use EIS providers to complete its child count. If the lead agency uses EIS providers to complete its child count, then the lead agency must—

1. (a) Establish procedures to be used by EIS providers in counting the number of children with disabilities receiving early intervention services;
2. (b) Establish dates by which those EIS providers must report to the lead agency to ensure that the State complies with § 303.721(a);
3. (c) Obtain certification from each EIS provider that an unduplicated and accurate count has been made;
4. (d) Aggregate the data from the count obtained from each EIS provider and prepare the report required under §§ 303.721 through 303.723; and

5. (e) Ensure that documentation is maintained to enable the State and the Secretary to audit the accuracy of the count.
