34 C.F.R. § 299.22 – Filing requirements.

(a) Any written submission under § 299.21 must be filed by hand delivery, mail, or email.
(b) The filing date for a written submission is the date on which the document is—
1. (1) Hand delivered;
2. (2) Mailed; or
3. (3) Emailed.
