The draws of the bridges listed in this section shall open on signal, except as follows:

1. (a) The draw of the Lower Bank bridge, mile 15.0, need not open during the following periods unless at least four hours notice is given:

   1. (1) From May 1 through November 30, from 11 p.m. to 7 a.m.
   2. (2) From December 1 through April 30, at all times.

2. (b) The draw of the Green Bank bridge, mile 18.0, need not open unless at least four hours notice is given during the following periods:

   1. (1) April 1 through November 30, from 11 p.m. to 7 a.m.
   2. (2) December 1 through March 31, at all times.
3. (c) The drawspan must open as soon as possible for public vessels of the United States during the periods when four hours notice is required.
