(a) This part is composed of several subparts, each containing its own purpose. In accordance with the authority in DoD Directive 5134.12, “Assistant Secretary of Defense for Logistics and Materiel Readiness (ASD(L&MR))” (available at http://www.dtic.mil/whs/directives/corres/pdf/513412p.pdf); DoD Instruction 4140.01, “Supply Chain Materiel Management Policy” (available at http://www.dtic.mil/whs/directives/corres/pdf/414001p.pdf); and DoD Instruction 4160.28, “DoD Demilitarization (DEMIL) Program” (available at http://www.dtic.mil/whs/directives/corres/pdf/416028p.pdf), this part:

1. (1) Prescribes uniform procedures for the disposition of DoD personal property.
2. (2) Establishes the sequence of processes for disposition of personal property of the DoD Components.

(b) This subpart:

1. (1) Implements the statutory authority and regulations under which DoD personal property disposal takes place, as well as the scope and applicability for the program.
2. (2) Defines the responsibilities of personnel and agencies involved in the Defense Materiel Disposition Program.
3. (3) Provides procedures for disposal of excess property and scrap.
4. (4) Provides procedures for property donations, loans, and exchanges.
