Participating Tribes are not permitted to request reimbursement for the following:

1. (a) Planning: Expenses associated with planning to exercise STCJ, such as code drafting.
2. (b) Training, including costs for training criminal justice personnel, court personnel, or others.
3. (c) Any expenses not incurred in, relating to, or associated with exercising STCJ.
