Yes, on January 1 of each year, the Secretary will submit a report on self-governance to the Congress. The report will be based on:

1. (a) Information contained in funding agreements;
2. (b) Annual audit reports, and
3. (c) Data of the Secretary regarding the disposition of Federal funds.
