The following employees are covered by FTCA for claims:

1. (a) Permanent employees of the Tribe/Consortium;
2. (b) Temporary employees of the Tribe/Consortium;
3. (c) Persons providing services without compensation in the performance of a compact or funding agreement; and;
4. (d) Federal employees assigned to a Tribe/Consortium under the compact or funding agreement including those under the Intergovernmental Personnel Act.
