The Commission may use funds in an amount not to exceed 5 percent of the funds authorized under this subpart for expenses relating to the administration of the discretionary fund including—

1. (a) Personnel, whose time is expended directly in support of such administration;
2. (b) Supplies which are expended directly in support of such administration;
3. (c) Contracts, where the work performed is directly related to such administration;
4. (d) Printing, directly in support of such administration; and
5. (e) Travel, directly related to such administration.
