The project package must include the following documentation, approved by the appropriate Public Authority, before the start of construction:

1. (a) Plans, specifications, and estimates;
2. (b) A Tribal resolution or other authorized document supporting the project;
3. (c) Certification of compliance with the requirements of 25 CFR part 169, as well as any additional public taking documentation clearances, if applicable.
4. (d) Required environmental, archeological, and cultural clearances; and
5. (e) Identification of design exceptions if used in the plans.
