The BIA-approved distribution plan will be provided to:

1. (a) The custodial parent; or
2. (b) A legal guardian; or
3. (c) At the Secretary's discretion, in unusual circumstances, to a family member who has been recognized as having control and custody of the minor; or
4. (d) An emancipated minor; and
5. (e) OTFM.
