Any member of the tribe, 18 years of age or older, may challenge in writing the signatures appearing on the petition. The challenge must be submitted to the Local Bureau Official, within 30 days of the Official Filing Date of the petition and must:

1. (a) Identify the page and line on which a signature appears; and

2. (b) Provide documentation supporting a challenge that at least one of the following is true:

   1. (1) A signature was forged;
   2. (2) An individual was ineligible to sign the petition;
   3. (3) A petition page is inconsistent or improperly formatted; or
   4. (4) A petition page contains an incomplete or un-notarized declaration statement.
