The regulations contained in this chapter establish the internal organization of the Foreign Service Grievance Board and prescribe its procedures in:

1. (a) Determining its jurisdiction in cases involving grievances and separation for cause proceedings;
2. (b) Compiling a record in such cases;
3. (c) Conducting hearings in such cases, when required or deemed necessary; and
4. (d) Deciding such cases, or otherwise disposing of them, so as to ensure the fullest measure of due process for the members of the Foreign Service.
