(a) Party to the export means:

1. (1) The chief executive officer, president, vice-presidents, other senior officers and officials (e.g., comptroller, treasurer, general counsel), and any member of the board of directors of the applicant;
2. (2) The freight forwarders or designated exporting agent of the applicant; and
3. (3) Any consignee or end-user of any item to be exported.
