Samples for examination by or under the direction and supervision of the Food and Drug Administration shall be collected by:

1. (a) An authorized agent in the employ of the Department of Health and Human Services;
2. (b) Any officer of any State, Territory, or possession, or of the District of Columbia, authorized by the Secretary of Health and Human Services.
