Allowable participant costs include:

1. (a) The costs of payments to participants engaged in eligible work-related YouthBuild activities;
2. (b) The costs of payments provided to participants engaged in non-work-related YouthBuild activities;
3. (c) The costs of needs-based payments;
4. (d) The costs of supportive services; and

5. (e) The costs of providing additional benefits to participants or individuals who have exited the program and are receiving follow-up services, which may include:

   1. (1) Tuition assistance for obtaining college education credits;
   2. (2) Scholarships to a registered apprenticeship or technical education program; and
   3. (3) Employer- or Government-sponsored health programs.
