A State will be subject to financial sanction under WIOA sec. 116(f) if it fails to:

1. (a) Submit the State annual performance report required under WIOA sec. 116(d)(2); or
2. (b) Meet adjusted levels of performance for the primary indicators of performance in accordance with sec. 116(f) of WIOA.
