(a) Requirement. A DoD Component's general terms and conditions must require the recipient to:

1. (1) Obtain an entity's unique entity identifier before making a subaward to the entity;
2. (2) Notify potential subrecipients in advance about that requirement; and
3. (3) Conduct a pre-award risk assessment of an entity before making a subaward to the entity and adjust subaward terms and conditions if warranted by the results of the assessment.
