(a) Requirement. A DoD Component's general terms and conditions must:

1. (1) Require the recipient to determine the nature of transactions it makes under its award; and
2. (2) Inform the recipient about the effect of that determination on the procedures for awarding the transaction and the transaction's terms and conditions.
