Local government means any unit of government within a State, including a:

1. (a) County;
2. (b) Borough;
3. (c) Municipality;
4. (d) City;
5. (e) Town;
6. (f) Township;
7. (g) Parish;
8. (h) Local public authority, including any public housing agency under the United States Housing Act of 1937;
9. (i) Special district;
10. (j) School district;
11. (k) Intrastate district;
12. (l) Council of governments, whether or not incorporated as a nonprofit corporation under State law; and
13. (m) Any other agency or instrumentality of a multi-, regional, or intra-state or local government.
