The Council may amend all or portions of these guidelines in accordance with established procedures. If it does, it will:

1. (a) Consult with appropriate advisory groups;
2. (b) Publish such proposed rulemaking in the Federal Register; and
3. (c) Simultaneously provide a copy of such proposed changes to each designated agency.
