The Commission authorizes the Solicitor, or the Solicitor's designee to:

1. (a) File with the appropriate court of the United States a certified list of the materials comprising the record of any proceeding which involves the Commission;
2. (b) Retain appropriate materials; and
3. (c) Deliver such materials to the court as required.
