(a) These regulations are to be followed when:

1. (1) The Commission is owed a debt by an individual who is a current employee of the CPSC; or
2. (2) The Commission is owed a debt by an individual currently employed by another Federal agency; or
3. (3) The Commission employs an individual who owes a debt to another federal agency.
