In any hearing under this subpart, the respondent shall have the right:

1. (a) To be represented by counsel;
2. (b) To present and cross-examine witnesses and submit evidence;
3. (c) To present objections, motions, and arguments, oral or written; and
4. (d) To obtain a transcript of the proceedings on request.
