Upon request and payment of fees as provided in this part, there are available, with respect to documents subject to inspection, services as follows:

1. (a) Locating and copying records and documents;
2. (b) Certification of copies of documents under seal of the Department; and
3. (c) Transcripts of hearings and proceedings.
