In deciding whether to prepare an EIS, the designated Fund official shall determine whether the proposal is one that normally:

1. (a) Requires an EIS;
2. (b) Requires an environmental assessment, but not necessarily an EIS; or
3. (c) Does not require either an EIS or an environmental assessment (categorical exclusion).
